Trucking Industry Hails Passage of Historic Highway Bill

Arlington, Va. – American Trucking Associations President and CEO Bill Graves issued the following statement today congratulating the Senate for passing an historic, long-term highway bill, and urged the House to quickly follow suit:
“The highway bill passed by the Senate is an example of how things should work in Washington,” Graves said. “This bill advances the cause of highway safety and takes a number of important steps toward reforming our transportation system – two accomplishments that the committee chairmen and ranking members - Senators Boxer, Inhofe, Baucus, Hatch, Rockefeller and Hutchison - are to be commended for.


“As representatives of the trucking industry, we’re particularly pleased to see this bill provide not just attention to – but $2 billion a year in funding for – highway freight-specific projects, reforms and consolidates redundant programs, speeds project approval; and steers clear of the tempting, but ill-advised use of tolls on existing Interstates,” Graves said. “In particular, we’d like to thank Sen. Bingaman for his work to ensure that public-private partnerships protect the public interest, and that states do not get extra credit for selling off their transportation assets to the highest bidder. We also appreciate Sen. Hutchison’s efforts to prevent the spread of tolls.


“This bill is also a step forward for highway safety. It orders the creation of a clearinghouse for commercial drivers’ drug and alcohol test results, directs the federal government to create a notification system so employers can be told of drivers’ traffic infractions, moves us in the direction of establishing crashworthiness standards for large trucks, raises the bar new companies and drivers must clear before coming into the trucking industry; and orders the mandating of electronic logs for all commercial drivers,” Graves said. “While several safety initiatives, such as improved truck productivity, were not included i

n this bill, it is important to recognize just how much this bill does to improve truck safety.
“Now that the Senate has completed its work, I urge the House to pass its own bill and then quickly work with the Senate to send a bipartisan reform bill to the President, one which sets a new course based on the principles of promoting targeted, effective safety programs, and funding the most cost-beneficial transportation projects,” Graves said.

How Safe Are Natural Gas Vehicles?

Natural gas is an environmentally clean, plentiful, low-cost, domestically produced fuel that is used in more than 70,000,000 homes and businesses throughout the US and as a transportation fuel for motor vehicles. But is it a safe vehicle fuel?


Any fuel, including those used in motor vehicles, can be dangerous if handled improperly. Fuels
contain energy, which is released when the fuel is ignited. Gasoline is a potentially dangerous fuel, but,
by understanding how to handle it, we have learned to use it safely. The same is true of natural gas.
Natural gas safely generates our electricity, heats our homes and cooks our meals. But, like gasoline,
natural gas must be understood and respected in order to be used safely.


Natural gas is fuel that occurs naturally and requires very little processing before use. Chemically it
normally consists of over 90% methane with smaller amounts of ethane, propane, butane, carbon
dioxide and other trace gases. Pure methane has a very high octane rating (120-130) and the high
methane content of natural gas in turn gives natural gas this same attribute. The low carbon content of
methane also allows for the potential of low carbon and green house gas emissions.

Cummins Expands On-Highway Natural Gas Engine Line

Cummins Inc. announced the expansion of the on-highway natural gas engine lineup with the Cummins Westport ISX12 G and the signing of an amended joint-venture agreement with Westport Innovations.

The ISX12 G is built on the Cummins ISX12 and utilizes the same base engine and key components as its diesel counterpart. It features Cummins Westport’s proprietary spark-ignited combustion technology with Stoichiometric cooled Exhaust Gas Recirculation (SEGR), first introduced on the 8.9-liter ISL G.

CVEF is a non-profit national organization whose mission is to assess and guide alternative fuels icluding NGV and natural gas-to-hydrogen R&D³ activities and build awareness for - and foster deployment of - alternative fuel systems including natural gas- and other clean fuel-powered vehicles in the public and private sector.

What We Do...
CVEF coordinates and implements a variety of public awareness, education, market research, codes and standards and technology programs at the national level. Our activities help achieve national goals of cleaner air, reduced dependence on imported oil and accelerated development and deployment of alternative fuel vehicles (AFVs). Our activities are varied and include:
 

  • Educating fleet operators, clean vehicle advocates and air quality and transportation policy-makers about the benefits of AFVs through seminars, trade publications and mass media, and national conventions and expositions.
  • Analyzing the comparative benefits and costs of NGV and other clean vehicle technologies and the economic, technical and other potential factors affecting market acceptance.

Senate Defeats Tax Break For Natural Gas Trucks

(Reuters) - A bipartisan proposal to provide tax incentives for natural gas vehicles was defeated in a Senate vote on Tuesday, but a key backer of the bill said it will be revised and reintroduced to address concerns from industry.
 
The five-year plan, to be financed by fees charged to users of the fuel, was designed to spur purchases of long-haul trucks and commercial vehicles that can run on cheap and abundant U.S. natural gas. It would also help defray the costs of building pumps and other infrastructure for fueling.

The closely watched vote pitted billionaire T. Boone Pickens, who has been promoting natural gas vehicles since 2008, against Koch Industries, an energy conglomerate that saw the plan as interference in the private sector.

As gasoline prices spike to new highs for this time of year, President Barack Obama had promoted the concept as part of a long-term plan to reduce prices at the pump, a top issue ahead of November elections.

INDOT Continues with Alt Fuels

The Indiana Department of Transportation continues its march toward gaseous fueling, working with compressed natural gas and with propane, for which the infrastructure may be more economically established.

INDOT has converted 528 of its older vehicles to gasoline-propane bi-fuel, and fuels them at a network of more than 100 autogas facilities around the state. Conversions were performed by Impco Automotive (Booth 5465) in Union City, Ind.

More recently, Impco converted new 46 Chevrolet Silverado pickups to gasoline-propane bi-fuel for INDOT, says technical services division director Joe Rudolf.

Most recently, INDOT has secured $640,000 from the U.S. EPA and will be going to bid for 40 dedicated-propane vehicles, medium to heavy duty. The EPA grant will help offset the incremental cost of the conversions as it augments approximately $3.2 million from INDOT for the base vehicles.

“We’re not asking for the farm,” Rudolph told Fleets & Fuels last week. “We’re just asking for a fair amount.”

On the CNG side of gaseous fuels, INDOT operates 19 Kenworth dump trucks with 8.9-liter ISL G engines from Cummins Westport. Currently 16 of the trucks are here in Indianapolis – where they were on hand for snow-plow duty during the Super Bowl – and three are in Evansville. “That’s where the public CNG infrastructure exists, so that’s where the fleet exists,” Rudolph says.

A long-awaited, federally supported project using Indiana dairy-derived biomethane to fuel over-the-road trucks came to fruition here in Indiana last year. Kenworth, via Palmer Truck Leasing, has provided 42 Cummins Westport ISL G-powered Class 8 T440 trucks to take milk from the Fair Oaks Farms dairy south of Gary to processing plants in Indianapolis, Murphysboro, Tenn., and Winchester, Ky.

Clean Energy Fuels has built two compressed natural gas fueling stations to support the dedicated-CNG Kenworths. The first, adjacent to Interstate 65 by the dairy, opened this past September, the second, also on I-65, is in Sellersburg, Ind. just north of Louisville, and is opening now.

By mid-summer, the northern CNG station is expected to be fed directly by biomethane fuel made from the waste of Fair Oaks cows.

“The manure from about 10,000 cows goes into the digester that supplies the biogas for the CNG project,” says Mark Stoermann, Fair Oaks Dairy project boss.

Both stations are operating initially on conventional pipeline gas. Once the Flotech Greenlane (New Zealand) methane purification equipment is online, “We will be able to produce enough gas to power the fueling station here and replace the equivalent amount of gas to what we use in Sellersburg,” Stoermann told Fleets & Fuels last week.

The 42 Kenworth trucks are operated by Ruan Transportation Management Systems.

Kenworth is at Booth 3039. Cummins is at Booth 2101 and Westport Innovations is at Booth 5491. CNG fuel tank arrays for the Fair Oaks T440s were supplied by Agility Fuel Systems using cylinders from suppliers including Lincoln Composites (Booth 5767).

CHICAGO, Ill., Feb. 2, 2012 — It’s been almost six years since Ozinga Ready Mix Concrete Inc. has replaced the mixer trucks working from its Chinatown Plant near downtown Chicago. So, after careful consideration of the business environment and changing regulations, company officials decided that Kenworth’s compressed natural gas-powered mixers were the best fit.

“We looked at what we wanted to accomplish — reduce our country’s dependence on foreign oil, improve our company’s environmental image by cleaning up emissions from our mixers and lower our fuel costs,” said Tim Ozinga, director of corporate communications for Ozinga Ready Mix Concrete. “Since city officials are trying to reduce emissions from trucks that operate in downtown Chicago, we thought placing all of our new CNG trucks in operation there would have the greatest impact.”

That’s why Ozinga bought 13 compressed natural gas-powered Kenworth W900S mixers and assigned them to its ready-mix concrete plant on South Lumber Street and West 22nd Place near the Dan Ryan Expressway. One of the fleet’s W900S mixers was recently featured in the Kenworth Truck Co. booth at this year’s World of Concrete trade show in Las Vegas. The company has plans to install a time-fill fueling station at the Chinatown plant eventually as it replaces more of its diesel-powered mixers with new Kenworth CNG-powered units.

We are building a network of LNG truck fueling stations on the Interstate Highway System and in major metropolitan areas. Soon, natural gas fueling infrastructure will be ready to serve long-haul trucks traveling across the USA as well as regional trucks working within local areas.

We build, operate and maintain fueling stations that compress and dispense compressed natural gas (CNG) fuel for light- and medium-duty vehicles and dispense liquefied natural gas (LNG) fuel for heavy-duty vehicles.

Trucks powered by cleaner, cheaper, domestic natural gas will soon travel the country on America’s Natural Gas Highway, our network of LNG truck fueling stations on Interstate Highways and in major metropolitan areas.
